NOTICE OF PUBLIC HEARING
DREDGING OF TWILIGHT LAKE
BAY HEAD BOROUGH, OCEAN COUNTY

NOTICE IS HEREBY GIVEN that in accordance with the New Jersey Department of Environmental Protection's public hearing policies (N.J.A.C. 7:22-10.10), the County of Ocean will hold a public hearing on September 17, 2013 on its submission of an application to the New Jersey Environmental Infrastructure Financing Program for a low interest loan in the amount of $2,495,000.

This financing is to dredge approximately 26,500 cubic yards of excess sediment from Twilight Lake in the Borough of Bay Head as well as to install a manufactured treatment device (MTD) on the stormwater outfall line that terminates in the Northeast corner of the lake. This dredging will enhance the aquatic use and health of the lake as well as remove sediment that has been deposited from a stormwater outfall pipe in the Northeast corner of the lake. The MTD will be installed to catch sediment before it enters the lake and to also trap floatables and oils before they enter the lake. Soil testing of the proposed dredge material has shown certain defined areas of the lake contain levels of benzo(a)pyrene that are slightly above the residential standards. The remaining areas of the lake that will be dredged do not contain material that exceeds residential site standards.

The County of Ocean will present the dredging methodology proposed. Dredged material that contains benzo(a)pyrene will be dewatered on the adjacent New Jersey Transit site and trucked to the Ocean County landfill for disposal. Management and disposal of all dredged material shall comply with all Federal, State and Local laws and regulations. Clean dredge material may also be dewatered at the New Jersey Transit site. Following dewatering of the clean material, the material will be trucked to ocean front property owned by the Borough of Bay Head. The proposed dredging activities are not intended to increase the size of the lake, but rather to restore the depth.

The public hearing will be held on September 17, 2013 at 6:00 p.m. until 8:00 p.m. at the Borough of Bay Head Firehouse located at 81 Bridge Avenue, Bay Head, New Jersey. Representatives from the County of Ocean Engineering Department and Taylor, Wiseman, & Taylor Consulting firm will be present to informally discuss the project between 6:00 and 7:00 p.m. followed by the opportunity for the public to make oral comments on record.

All documentation pertaining to this project will be available for public review and written comments for 30 days prior to the public hearing date at the Ocean County Engineering Department upon request and at the Bay Head Borough Clerk's office at 81 Bridge Avenue, Bay Head, NJ.
