In a ceremony held at the Ocean County Department of Juvenile Services on Thursday, July 2, 2009, Senior Detention Officer Keith Lightsey and Detention Officer Maureen Feehan were honored by being promoted to the positions of Supervising Detention Officers.
Gerald Bowden, Administrator of the Department of Juvenile Services, addressed a group of 40 people, including family members, friends, and staff. He thanked their respective families for supporting and encouraging the excellence of character evidenced in these two outstanding officers. Walter Hopson, Assistant Superintendent and Robert Chadwick, Chief of Custody, were also on hand to add their congratulations to the new Supervisors.
S.D.O. Keith Lightsey began his career at the Ocean County Juvenile Detention Center in 2001 as a Juvenile Detention Officer. He attended and completed the Officers Training Academy at the Camden County Police Academy in 2002 and was promoted to Senior Juvenile Detention Officer in 2005.
Mr. Lightsey has represented Ocean County Juvenile Services at local schools on Career Day. He also presented a program on “Bullying” at Camp Viking through Ocean County Community College. Keith has been an integral part of the Ocean County Juvenile Detention “Championship Team” since its inception and currently serves on the Non-Residential Task Force through the Ocean County Prosecutor’s Office. He is a certified Police Academy Instructor through the Police Training Commission and currently teaches at the Sea Girt Officers Training Academy, as well as the Essex County Police Academy.

S.D.O. Maureen Feehan began her career with Ocean County Juvenile Services in 2004 as a Juvenile Detention Officer and graduated from the Sea Girt Officers Training Academy in 2005. She received the 2007 Employee of the Quarter Award for her outstanding professionalism as a Juvenile Detention Officer.
Before joining Ocean County, she was on the staff of Children’s Specialized Hospital in Toms River, where she was the Admissions Coordinator. While at Children’s Hospital, she decided to pursue a career working with adolescents and, in particular, the challenge of children in Juvenile Detention.
