The Youth Services Commission is a group of people appointed by Board of Chosen Freeholders. The Ocean County YSC was incorporated by the Board of Chosen Freeholders on September 15, 1987. New Jersey Administrative Code mandated Youth Services Commissions throughout the state in December 1995 as part of the juvenile justice reform act.

The YSC administers and manages federal and state grants for services to at-risk and court-involved youth, usually those in Detention, already on Probation or just released from a state correctional facility.



The YSC does not directly provide services. Instead, the YSC competitively contracts with agencies to provide services after conducting an extensive needs survey and completing a 3-year Plan for the state Juvenile Justice Commission

In 2012 the YSC will support:

• Ocean County Library’s TeenWise program
• Ocean’s Harbor House Family Crisis Intervention Unit
• Preferred Behavioral’s Outpatient Substance Abuse Services
• New Hope’s Inpatient Substance Abuse Services
• Ocean Mental Health’s Directions In-home Counseling
• Youth Education & Transition Services Mentoring program
• Service Learning GED testing at Ocean County College
• Brookdale College’s Anti-Bias Intimidation program
• Community Service for Youth on Probation
