| Freeholder Lacey served as the Deputy Director of the Board in 2007. He served as the 2004 Director of the Ocean County Board of Chosen Freeholders. He was sworn in to his sixth three-year term today, Jan. 2, 2008. |
| As liaison to Solid Waste Management, Freeholder Lacey continues to champion a clean environment by implementing and supporting such programs as backyard composting, battery recycling and increased household hazardous waste collection. Freeholder Lacey's efforts resulted in the distribution of more than $8 million in recycling revenue sharing returned to those municipalities that participate in the county recycling program and the creation of a recycling minigrant program. Under his leadership, Ocean County's Recycling Program was cited by the Solid Waste Association of North America as being the best in North America, garnering top place over the City of Los Angeles, which received a Silver Award. |
| Freeholder Lacey also serves as liaison to Ocean County College – the state's first two-year community college. Freeholder Lacey also oversees the Office of Information Technology, and the Advisory Commission on the Status of Women. He is also the county's liaison to the North Jersey Transportation Planning Authority. |
| Freeholder Lacey serves as Chairman of Transportation for the County. He works closely with the bridge and road department in maintaining the more than 620 miles of roads in Ocean County. He is a staunch supporter of the Monmouth-Ocean-Middlesex rail line and is working with the Say Yes to MOM Coalition to bring the project to fruition. |
| Freeholder Lacey has been a staunch supporter of the Barnegat Branch trail, a 15.6 mile linear park stretching from Barnegat to Toms River township. Ground was broken for the rail trail in October, 2007. |
| Freeholder Lacey began his work in public service in the early 1980s as a member of the Point Pleasant Beach Council. He served as council President in 1989 and 1992. He also served as Director of the Board of Freeholders in 1998. |
| Freeholder Lacey served as the county's representative to the Southern New Jersey Freeholders Association. He is an alternate member to the New Jersey Association of Counties and the Southern New Jersey Technology Consortium. |
| Freeholder Lacey was an active member in the Point Pleasant Beach Fire Company No. 2. He had served as the company's president and after 22 years of active service was awarded life membership. He is an exempt New Jersey fireman. |
| Freeholder Lacey is a graduate of Ocean County College, Toms River Township and Monmouth University, West Long Branch. He was the 1997 recipient of the Ocean County College Alumni Association Distinguished Achievement Award. |
| Freeholder Lacey and his wife, Teri, are residents of Brick Township. They have two adult children, a son, Ryan, and a daughter, Austine.
