Under the direction of Sheriff Michael G. Mastronardy Officer William "Bill" Zyckowski provides community service programs to the public and other agencies of Ocean County. Officer "Bill" is a certified instructor in D.A.R.E., G.R.E.A.T. and the Youth Leadership Safety Program. He also provides Awareness Talks to the adult communities discussing current issues concerning senior telemarketing scams, frauds and safety. Officer "Bill" has been with the Ocean County Sheriff’s Office for 13 years. He is currently assigned to the Judicial Services Division/Civil Unit. He assists the Special Projects Unit-Child ID Program.

Drug Abuse Resistance Education (D.A.R.E.) is a police officer led series of classroom life lessons taught from Kindergarten through 12th grade. D.A.R.E.'s primary mission is to provide children with the information and skills they need to live drug-and-violence-free lives. It is designed to equip school age children with the tools that will enable them to avoid negative influences and instead allow them to focus on their strength and potential.

Gang Resistance Education And Training (G.R.E.A.T.) is a gang and violence prevention program reaching out to children in the years immediately before the prime ages for introduction into gangs and delinquent behavior. It provides four regional training centers to educate sworn law enforcement officers on teaching the G.R.E.A.T. curriculum in elementary and middle schools across the country.

The Youth Leadership Safety Program is an elementary through middle school curriculum consisting of fourteen lessons which focus on safety awareness, the development of social competence, respect, responsibilities communication and decision-making skills. Lessons include topics such as Bullying, Internet Safety, Health & Nutrition, Safe Boating & Water Safety and Conflict Resolution. This course is recognized and sponsored in part by the New Jersey Association of School Resource Officers (NJASRO).
