Barbara Barr

Assistant to Superintendent Hopson, Barbara Barr is Director of Social Work Services for the Ocean County Department of Juvenile Services. Dr. Barr began her career with Juvenile Services in 1998 as Senior Social Worker. She was promoted to Supervisor the following year, then to her present title of Director 5 years later.

Prior to joining the Department of Juvenile Services, Barbara was a minister in the United Methodist Church. She served as pastor of an urban congregation in Trenton, New Jersey and as co-pastor with her husband on Long Beach Island. A former chaplain in psychiatric and general hospital settings, Barbara also worked as a psychotherapist with Catholic Charities in Trenton. She enjoyed an earlier publishing career with Prentice-Hall and Theology Today in Princeton, New Jersey. Dr. Barr has taught English at Rutgers University, Spirituality at Mercer County Community College, and is currently Adjunct Professor at Georgian Court University in the Graduate School of Psychology and Holistic Health.

Barbara earned her B.A. from Rutgers University and a Master’s from Princeton Theological Seminary. A licensed addiction counselor (LCADC), she received her Doctorate from the University of South Africa in Theology and Social Ethics. She wrote her dissertation on the spiritual lives of children she has met in the Ocean County Juvenile Detention Center. Barbara is married to Dr. David Cousins, a retired clergyman who is currently working on his third novel. In their spare time, they enjoy classical music, quiet times and walks, and just being together.
