County Connection

The County Connection is handicapped accessible and served by public transportation, including New Jersey Transit and Ocean Ride buses. The County Connection is a service of the Ocean County Board of Commissioners.

County Connection Processing Hours are as follows:


Monday to Thursday from 10am–7:30pm
Friday and Saturday 10am–8:30pm
Sundays from 11am–5:30pm


Appointments are encouraged as customers with appointments are accommodated first.

Walk-ins are welcome throughout the day, but need to check in at the reception desk at least 2 hours prior to closing.

At the end of the night, we have closing procedures we have to get done before the mall closes. Employees also need to follow Ocean County Mall guidelines and leave the mall by closing time for security reasons.

    County Clerk - Passports (on the left),
    All Other Services for Off-Leash Dog Park Permit Passes, or
    County Clerk (on the right for anything else)
  2. After selecting your desired service, click Book Appointment.
  3. Choose your preferred date. Available appointment times for that day will be displayed.
  4. Select a time, complete the required information, and click the blue
    Confirm button at the bottom of the page.


You have now booked your appointment!
Please be on time. All applicants MUST appear in person.


You can go to the Department of State website at WWW.TRAVEL.STATE.GOV to fill in and print out your applications. You can also pick up and complete the application(s) at our office before your appointment, but you will not be checked in until the forms are completed and reviewed by staff.

The County Connection outreach site in Whiting is located at the
Manchester Township EMS Building, 82 Lacey Road, Whiting, NJ 08759.
The office is open every Wednesday from 10:00 AM to 3:00 PM.

Stop by on Wednesdays to take advantage of our Notary services, Veteran Identification Cards, Trade Names, and Off-Leash Dog Park Permit Passes.

No appointment needed, walk-ins are always welcome! Please be aware that those with appointments will be seen first.

Passport services are available on one Wednesday each month at this location. To check when passports are offered, please use the NEW following link to scheulde via our QLess system.


The scheduling system will only allow passport appointments to be booked on the designated passport day.

For extra guidance, the Clerk’s website also has the passport requirements to help you prepare, including the documents you need to bring and the forms that must be completed.
