Hooper Avenue and Church Road Safety Improvements

Traffic Safety Improvements at the Intersection of County Route 549 Hooper Avenue and County Route 620 Church Road / Kettle Creek Road, Toms River, County of Ocean, New Jersey

Ocean County received a grant for this project through the NJTPA’s FY 2020 Local Safety Program (LSP). The grant includes funding for design and construction. The project will improve safety and overall operations along the corridor.

Ocean County is committed to developing transportation improvements which balance transportation needs, environmental resources, community concerns, costs, and improve public safety. The County will hold a virtual Public Information Center (PIC) to inform local residents, officials, businesses, and the general public of the proposed Safety Improvements at the Intersection of Hooper Avenue (CR 549) & Church Road/Kettle Creek Road (CR 620). This project is being funded through NJTPA Local Safety Program. You are encouraged to actively participate by providing comments as part of the virtual meeting, by mail or e-mail.

Project Details

The project will address the project needs and improve pedestrian facilities between adjacent residential developments and commercial establishments at the intersection. The improvements include ADA compliant sidewalks and upgrading signalized intersection to current standards. The proposed project includes adding a Thru/Right turn lane on southbound Hooper Avenue approaching Church Road as well as constructing an additional westbound Lane on Church Road. Additionally, the existing exclusive right turn lane on westbound Kettle Creek Road approaching Hooper Avenue is to be modified to a Thru/Right Turn Lane to match the added receiving lane on Church Road. Updated signal timings for the intersection are proposed to accommodate the new equipment as well as projected vehicle travel growth.

Existing Conditions

  • The intersection of Hooper Avenue (CR 549) & Church Road/Kettle Creek Road (CR 620) is located at MP 5.73 (CR 549) and MP 3.96 (CR 620).
  • Existing aerial utilities are located along both sides of CR 549 and along the southern side of Church Road/Kettle Creek Road (CR 620).
  • Hooper Avenue (CR 549) is a divided roadway with four 12’ lanes, two in each direction, and variable shoulder width.
  • The west approach of Church Road consists of four eastbound lanes with one dedicated left-turn lane and one dedicated right-turn lane. It also consists of one westbound lane.
  • The east approach of Kettle Creek Road consists of three westbound lanes with one dedicated left-turn lane and one dedicated right-turn lane. It also consists of two eastbound lanes.

About the Project Area

Hooper Avenue (CR 549) runs in a south-north direction, and Church Road/Kettle Creek Road (CR 620) runs in an East-West direction. The project is in Toms Rover Township, Ocean County. The project termini along CR 549 are located approximately 400’ south and 300’ north from the intersection with CR 620. The project termini along CR 620 are located approximately 950’ West and 500’ East from the intersection with CR 549.

The Local Safety Program (LSP)

The LSP specializes in cost-effective solutions that can make an immediate impact on their target areas. The LSP is federally funded, utilizing Highway Safety Improvement Program funds. It was established by the NJTPA in conjunction with the Federal Highway Administration and New Jersey Department of Transportation to advance safety initiatives on county and local roads. Virtual Public Information Center (PIC)

Ocean County will be hosting a Virtual Public Information Center to inform local residents, officials, businesses and the general public of the proposed Traffic Safety Improvements at the Intersection of Hooper Avenue (CR 549) & Church Road/Kettle Creek Road (CR 620). This project is being funded through NJTPA Local Safety Program.

The virtual PIC meeting site will be available for viewing for 14 days between May 4th, 2023 and May 18th, 2023. It is being conducted in conformance with Federal and State regulations and is open to all members of the public. Please view a pre-recorded PowerPoint presentation that will be available below, review exhibits of the proposed project, submit questions, and provide comments at a time that is convenient for you.
